We've pulled together the questions we're hearing most often about the new State Section Councils.
Below you'll find how Region and Section events will run, who to contact for program, event and Youth empowerment support, and what a District Report involves. If your question isn't answered here, reach out to your Section Council.
Will there still be Region Section events?
Yes, but before planning , it will be planned and coordinated by the State Leader event team and involve local Youth and Leaders
The Section Councils have been asked to consider
- Have we always done it this way?
- Does it have to be done in a Region?
- Has the District or Units or Youth requested ?
- Is it the most efficient way of doing it?
- Are there alternatives that have a more far-reaching effect?
- How can we involve Youth?
What are some of the new Program State Leader /team tasks?
- Preparing term training meeting agenda items
- After analysing District reports puts in support to Districts and/or individual Units on program knowledge and/or skills
- Coordinate State District Leader meetings if required ( current numbers are DLJS:32, DLCS:42, DLS: 35, DLVS19)
- Making sure Program Pulse is used in all Units
What are some of the Youth empowerment State Leader/team tasks?
- Ensure Youth voice is collected, Youth forums,
- Ensure Youth Unit Councils are held in all Units
- A Youth focussed approach in all resources and planning of the Section Council and events.
Who will we contact support us in the Districts and how will we contact them?
You will have a whole team of experts to contact from your Section Council, it is as easy as working out what support you need and then who to reach out to
If it is an issue about Leaders, it is as always, an issue that is forwarded to the District Commissioner.
If it is a question or support needed for a District or Unit regarding program. As of week one of Term 4 2026 you can use the following email address.

What if I don’t have a District Section Leader?
That’s ok, District Commissioner will be sent all the information coming out, for example the Section District Training meeting agendas.
Just forward to whomever you feel you need to. If you've got somebody who acts as your District Cub Leader, consider giving them a secondary role so we know.
What about events we have in the calendar in term four 2026?
If there are planned events in term four in a Region these will still go ahead.
But we Know the Region Commissioner for our Section, we don’t know the Leaders around the State and don’t know me?
We have asked the Section Councils to make themselves known around the State.
Does that mean all our support will be delivered online?
No not at all. It will depend on the Section and perhaps support you have requested
For example we see that maybe road shows on a aspect of program may be held for a District or even a Unit.
Youth Forums will be run around the State with assistance of Youth Empowerment team at the Section Council
What do you mean by a District Report?
We are going to ask our District Leaders Section or delegates to give us a report on their Units, once a term.
Its really aimed to capture the Unit story and any support the District or Units need.this will be automated and a link to the Report will be sent out each term,

Is there evidence of Achievement Pathways and Peak Awards
Is there evidence of YLAS or support needed?
Is there an active Unit Council running?
Is there evidence of Outdoors and Community in Program?
Are they using (Insert section theme) as their symbolic framework?
Tell us about Leaders in Unit
What support do they require? State or are you supporting?
We are going to encourage all Units to complete Program pulse and we as of next year can get reports on Units from this National initiative.
